Rqiner rserge CUDA miner integration

Compatability

The provided binaries are linux only, compatible with Ubuntu 22.04/glibc_2.34 and should work on any x86_64 CPU. Other glibc versions can be added in the future if requested.

How to use the runner

The runner provides an interface similar to the rqiner CPU miner. There are 2 parameters that are used to start the runner/miner.

./rqiner-cuda-runner -i <payout_id> --label 6x4090_1

The parameters work exactly like on the CPU miner.
